How to add top notificator bar like here?

I have just download and installed it. In fact wasl finding this type of system so long. Some i found but can't run or shared server. Thankful to you people to spend lot of time and effort to make such a great system.

I am trying to understand on localhost before go live. I just want to know how can I active THE TOP NOTIFICATOR BAR same like your own site, where we can see welcome note and other updates and notification with rad full width strip/bar.

Is it default feature or a plugin make this happend?

I have been trying to figure that out as well but no luck so far. Did find hellobar.com so I am using that now, it looks quite nice and easy to set up.
