What would I edit to replace all of the ./.... links with /.... links?

Where can I edit so that when internal hrefs are generated, they start with / instead of ./?

For example, how do I make ./questions be /questions instead?

See qa_path_to_root() in qa-base.php - you can check and modify there, or better, still override it in a plugin.
