Specific Tags compulsary for question

I want to make my site with a certain specific tag compulsary for all questions

for example -

List of specific tag :- Class1, Class2, Class3, Class4

Now when anyone ask a question, in the tag list atleast one of the specific tag should be included.

Another job for a fliter module. Or you can use catgories instead - there is no problem mixing categories and tags together.
