Are you using Snow theme? Can you post your website URL also which IE version you are suing and any extra plugins?
by
Have you done any customization to your site or the theme you're using? Has it ever worked or is this a new install?
by
I've posted the URL of the website on the question. The IE version is 11 I guess. Is this only not appearing in IE?
by
The issue could be in the use on IE of the "position" property (position : fixed). Commenting it on IE using the developer tools, the "register" link appears.

Thanks a lot! it was it!
I just added

position: relative;
float: right;

and now it's working fine.

I recommend that you validate HTML and CSS of your site. By this operation, you may be able to know coping method. IE display only good code definitely. Therefore it is avoided well. Conversely, FF and Chrome display page including problem. Therefore you do not often notice a problem.
