I have made a forum. But i only get it by a localhost/database name. So i want a url and all.

So i want to know all it requires to make my forum have a url  and upload to web server. and accessible like other forum. please suggest me all possible ways step by step as i am new to all this matters. Also suggest me if its possible without any cost for the time being!!!
