What exactly do you need to copy? You can certainly change the design to match the look of Google Answers. Look into advanced themes on the main q2a site. (And if you create a nice theme, feel free to share it!)
It doesn't look like there are many features there, just asking/answering. One thing Q2A doesn't have is the reward thing but apart from that Q2A is much better than Google Answers.
