How to add a new region?

I'm trying to display Related questions widget just after the question, before the answers, but i'm not allowed to do so by default.

I can use Widget anywhere plugin to paste HTML after question text, but i'm not allowed to place existing widget, using this plugin.

There was an unanswered question about my problem - http://www.question2answer.org/qa/27581/function-for-registering-a-region

So, please, help me with this one.
