What is about [points-based permissions]?

I could see this feature stated on Q2A1.4-beta-1 feature list but could not find any where in admin section.

[ Added points-based permissions, i.e. actions that require a user to have a certain number of points. ]

Just go to Admin > Permissions and for each action, choose one of the "enough points" options from the drop down. You need to save first, and then a box will appear to put the actual number of points in. Then save again.
