How can I close a comments discussion?

I have a user going into an endless comments dicussion... How can I put an end to this comments thread? Thanks.

It would be very helpful if questions could be closed by moderators/community.

Reason for closing should be selectable, and for some cases (like duplicates) there should be an opportunity to link with other question ("closed as duplicate of xyz").
