Notice for closing a question

Hi,

In my site a lot of users ask repeated questions and we close their questions and redirect to the original one. But an issue here is that the user who asked the new question is not getting any notification. Is it some miss configuration at my side (many of my plugins are old due to incompatibility) or is it a missing feature?

Choosing best answer doesn't close question. Shouldn't it?

i would like the question to automatically close when the asker chooses the best answer. Currently that isn't happening. I can't find a setting to turn this on. Am I missing it or does it not exist?

where it is stated the the priviledge to close (and reopen?) questions can be set for all registered users dependent on the points for example. This is good.

What I'd like to know now is this: is closing and reopening unilateral un Q2A, such that it needs only one user (admin / mod / high rep) to close / reopen a question immediately? Or is there a way to preset the number of close / reopen votes (say 5) by "normal" high rep users needed, before the action kicks in, as it is for example the case on Stack Exchange sites?

I just wanted to ask:

1. Is closure and reopening limited to only moderators, or can users with at least a certain amount of reputation points vote to close and reopen ?

2. Is editing possible for non-moderators ?

when i close any question ... only admin can visit this question but others user showing this problem
