Can't Vote when points set to a limit

when I set a limit of points in the admin permission page, for " Voting posts down: " We can't even upvote and nor the Message is been displayed for that reason.

FYI: using Q2Astack theme..? is it theme Bug.?
Q2A version: 1.5
