What code for the tags plugin?

I am trying to add the tags plugin via the regular way to the sidepanel but for some reason this just does not work, apparently I messed up a few things..

So now I'm trying to manually add the tags plugin to qa-theme.php, so I need the php code for that... does anyone know what code I can place in the sidepanel() function in qa-theme to get the tags plugin?

Why does the tags plugin not work? It must be possible to fix that instead of adding the code to your theme.
