You can enable moderation for users below a given number of points, but I don't think Q2A has an admin setting for enabling moderation for particular post types. You should be able to add this functionality with a filter module, though. Whether or not a post should be put in moderation is controlled by the key queued in the post data structure, so AFAICS all you need to do is set the value of that key to true for comment type posts.
