There is question about the answer of the same contents. It is checked at addition, but it is not checked at editing. Even if there is duplicate answer, I think that not become particularly problem. Will there be any meaning in this difference?

I don't think it's necessary to check for duplicate answers on editing, since this isn't something a user does by mistake (due to reloading the page after sending the form) but rather something they would need to do on purpose. If so, they would have no problem making a couple of small changes so the answer gets past the duplicate filter, so it wouldn't be effective anyway. Editor hiding, and community voting, are the appropriate way to deal with that.
