For me target="_blank" only works if i change qa-base.php in line 670:

if (($element=='a') && isset($attributes['href']) /*&& $qa_sanitize_html_newwindow*/)

I don't know why.
Q2A version: 1.5

Did you switch on the "Open linked URLs in a new window" option in the 'Viewing' section of the admin panel?
