How to make the question form html enabled?

I would like to use the WYSIWYG editor but to make it html enabled so that users can embed youtube (and similar services) code

I would like to make both the question AND the answer form html enabled.

Another question: is it risky? Is it a security hole (injections of  a harmful code etc...)?
