Block member plugin

Could someone please write a plugin that will allow members to block other members...

Why would you allow members to block other members?  Aren't werried that one stupid member could block all your members?

Maybe you could ask to flag a member instead.

Admin by the way could block members, and you could give previlleges to some members and they could do it for you

Give them extra permission. that's the easiest way :)
