Can I use plugins to auto-edit/correct text?

On my current installation (1.2) I made some core changes to edit some content automatically, such as removing nonsense tags, replacing "????????????" with maximum "???"

I'm just wondering if this can be done via a plugin in 1.3? Would I have to integrate it into whichever editor/viewer plugin I choose?

Sidenote: gidgreen, you ought to split up your help guides into different pages, like a page for plugin help, a page for language file, etc. Would make it easier to find stuff on the site :)
