I want to develop a more advanced version of q2a with completely new features but with new brand and making it available from my own website open source no commercial. Is that allowed?

I wonder what kind of "new features" you would be adding. Can you provide some ideas? Also, do you have any architectural change in mind?

Q2A has been distributed under GNU GPL V2 (or later) license. If my understanding is correct, you can fork proudly. Gid (Q2A founder) also recommends it. However, you must apply GPL license to your production according to copyleft rule.
