I am using non English RTL version

The issue is whenever I select the first or the second shape of URLs in the admin panel/general setting

which I see OK beside its. like the following

  1.  /123/why-do-birds-sing 
  2.   /index.php/123/why-do-birds-sing 
  3.   /?qa=123/why-do-birds-sing 
  4.   /?qa=123&qa_1=why-do-birds-sing 
  5.   /index.php?qa=123&qa_1=why-do-birds-sing

 

some of the questions or some of pages show the following error

Bad Request

Your browser sent a request that this server could not understand.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

 

Please help me to resolve it

Handling those kinds of URLs is not only part of Q2A. You also need to configure your webserver. If you're using Apache, then you might want to read some quick changes you can perform to enable those kinds of URLs here: http://www.question2answer.org/htaccess.php

Again, that is beyond Q2A and depends on your webserver.
