Sending email to all user does not work after upgrading to 1.8.0-beta2

I did upgraded the website to 

1.8.0-beta2
after that sending email to all user became does not work
when I try to send email the number of the sent emails while the process in progress still zero
 

while sending the test to me is working fine 

Q2A version: 1.8.0 beta 2

Please upgrade to the latest stable version (1.8.0 final) and let me know if the problem still occurs.
