is there a add user manually plugin

I know  there is a mod for a older version of phpbb that allows to admin to add the user manually I was thinking something like that would be useful in fighting spam  the admin could disabale registrations and when people want to register they send the admin a email with desired info

This plugin can support import user by csv file

Thanks, But not what I am looking for I looking for a feature that will allow the admin t add a user manually in the control panel with the register disable  in short a  separate  register screen just for the admin
