Admin>Posting>Maximum number of tags: (Choose how many tags you want)

how can only the admin can add extra tags for all questions

The Tagging Tools plugin < https://github.com/svivian/q2a-tagging-tools > has an option to allow the creation of new tags only for users with a given minimum number of points. In order to allow creation of new tags only for admins you'd have to either patch that plugin or write a new one.
