My Q2A site seems to have no options for commenting on questions

My site doesn't have any buttons for sending comments for questions under the question post. Do I need to install a plugin?

May be ...

"Admin" > "Posting" > "Allow comments on question" > ON
"Admin" > "Permission" > "Adding comments" < Check permission.
"Admin" > "Permission" > "Editing any comments" < Check permission.
