The user who is installing Question2Answer that user id will automatically become super Admin with all rights. However if you wan to give admin rights to other user than you have to give manually.
Go to the user's profile you want to give admin permission
You will find two buttons at below Edit User and Block User
Now here you will find dropdown list called Type
Sect the user role you want to assign that user
done..
