The difference is quite simple.
Most Active User means a user who has shown most activities on website by either asking questions, giving answers or by commenting. Likewise those users who have done most activity (in a month) are most active members per month.
Best User per month means a user who earned the most points among all users in a particular month. Likewise those users who have earned most points (in a month) are best users per month.
