The owner of post should also able to see who liked or disliked instead of only admin.

Change users profile to expert

In reality, there are no great risks of giving your users the level of expert. There is not much difference between an expert and a registered user.

I use it this way on my site and I have never had problems

But you could manually set the option permit_view_voters_flaggers in the qa_options table to the number 120. Or 100 for users with email confirmed.

QA_USER_LEVEL_BASIC', 0
QA_USER_LEVEL_APPROVED', 10
QA_USER_LEVEL_EXPERT', 20
QA_USER_LEVEL_EDITOR', 50
QA_USER_LEVEL_MODERATOR', 80
QA_USER_LEVEL_ADMIN', 100
QA_USER_LEVEL_SUPER', 120

Note:
Check the level that I recommended in my previous comment.
Seeing level 100 and 120 is admin and superadmin

You can experiment with level 10 in option permit_view_voters_flaggers

Not directly 100 or 120.

It is high risk

It seems that those levels were from previous versions of Q2a and not 1.8. *
