How do I show a random custom message at the top of the page?

Question

In Admin -> Layout, I am using 'Custom HTML at the top of every page' to show a tip or announcement.  I have to change the tip manually.

Is there a way where I write, say 25 to 50 tips and everyone sees one random tip on their page.

Even if the message changes automatically once every day that is fine too.
