Feature request: Attention or explanation at "Ask a Question" / "Registration" page

Question

I want option feature to display the same(or each?) sentence on two following pages to show  explanation or promise of the site to an anonymous user and registering user.

・"Ask a Question"
・"Registration"

Request reason)
It is hard to know question-method or question-range for beginner, then I wants to inform to user at the first procedure. Because there is the plan to make an FAQ page particularly, but thinks that beginner may not watch it.

You can use an advanced theme to insert whatever you want before or after anything else on a page - test for the page type using $this->template in your theme, to only display your content under the right conditions.
