Stylesheet error in IE9?

I really wonder and can't figure out the reason why my site has different look from one page to another in IE9. for example, in front page all boxes are sqare but in user page the boxes become rounded. anyone has idea?

i figured out the problem. it is because i use the Khmer interface. why it is like that?

I meant the site language in khmer.

when the khmer language is used there is no <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/loose.dtd"> at the top of the <HTML>. this is wrong?
