The registration of page dont work for any plugin. i have 404 error.

Why this not work   qa_register_plugin_module('page', 'qa-xml-sitemap.php', 'qa_xml_sitemap', 'XML Sitemap');

 

Can you please tell me how can i know why 404 for plugin using 'page'
