This is like quora.com. User can request other users to answer their question. After submitting the question, the asker will see suggested user to make the request. Requested people will get the notification and email to answer the question.
only those people will appear on the suggested user list who previously answered from same category questions.
this can be integrated with onsite notification plugin.
