whats the difference between expert user, moderator, editor, etc?

Expert: can edit answer

Editor: can edit question and answer

Moderator: can edit question, answer and block user

It's worth pointing out that you can change the permission levels in the admin, e.g. you could make experts able to edit questions and answers if you wanted.
